When is the best time to get an ankle tattoo?

im getting my first tattoo for my birthday on my ankle/foot. my birthday is in November. and i was wondering is it best to get it when the weather is hot or cold? Some people have told me to get it in the summer so it heals before i start wearing jeans. But others told me to get it during the winter so the sun wont damage it. Grrr im so confused, when should i get the tattoo?
